Smoking on balconies is not allowed on Celebrity, or on P&O I think, on X you just have to avoid a cabin above the smoking sections on the port side of the promenade deck. However our accessible cabin is above one of the areas and we have never been bothered by smoke.

as a non smoker, I think anyone who fouls the air around my balcony should be thrown off the ship, after a right good kicking
