This is part of a reply I have received from P and O this morning.

Unfortunately, the process for bank transfers does require a number of approved signatures, which at the present time cannot be achieved. We are looking at ways to improve the refund process and thank you for your patience whilst our team work in these unprecedented times for a solution.

You would think in in the current climate things could be done electronically.

I think that's just a delaying message, if you paid by credit or debit card, they will have your details on their files and could easily refund it that way, and on line bank transfers dont need any signatures, just your sort code and account number.
But they, like a lot of others are trying to hold onto as much cash as possible to minimise their borrowings, and whilst we might not like it, and it goes against the package travel refund regulations, you really can't blame them in the circumstances.

It’s probably a fairly easy process to do the refunds, but it looks like they have a hierarchical structure in place, where larger refunds have to be signed off (probably electrically) by member of staff in a higher grade, and then returned to the original member of staff to actually process. This is very normal in the finance world.

The easy answer would be for give all staff higher authorisation limits, which would mean less referring to other colleagues, and would speed up the process.

But presumably that's something they don't want to do.

90% of the questions submitted will be concerning the lengthy refund process.
Some passengers could be relying on these refunds to pay Bill's in this uncertain climate.
