Bring back Borstals.!

On a similar note. Quite a few years ago the Government introduced a ‘ Short, Sharp, Shock’ programme. One of the Young Offender Institutes, Thorn Cross, Warrington was selected. I happened to go there about 4 yrs after it started ( on duty ). A member of staff told me it worked well and got some good results, but then a Governor thought it was too harsh and weakened it until it collapsed.Bloody Governors.
