To some extent that may be true but one of the major problems is that the public are ignoring it when contacted.
I recently read a very interesting article about that very thing. Some of the things a contact tracer experienced were astonishing.
People who had tested positive who weren't at home when called about contact details because they had gone to work or out shopping.
People who had tested positive point blank refusing to give details of those they'd been in contact with.
People called 20 or more times not answering the phone when they were supposed to be home self isolating.
People claiming it was all a scam and putting the phone down.
One who demanded compensation for disturbance when called on a Sunday morning.
With that sort of selfishness and stupidity what chance does any system stand?
