Meanwhile, it emerges that Johnson didn’t attend yesterday’s Cobra meeting. Johnson has to take one of the most important decisions of the pandemic so far, and he can’t even be bothered to attend the meeting.

Do we know the reason why "he can't be bothered" to attend? It has been reported many times that the PM does not attend all of the Cobra meetings - in fact I believe he attends very few of them.
