My hubby takes a DJ with him but if he doesn't feel up to dressing up we just eat in the buffet too. He is disabled and heats up easily. We have had to leave the table before we have finished a meal because he feels unwell with the heat.
Oceana is pretty laid back and IMO during summer even more informal than Ventura.
If you don't mind missing the mdr and I find I often only want one course, don't visit Cafe Jardin which is now a pizzeria with some extra dishes and don't frequent Magnums bar there is no need to wear a jacket as the rest of the ship is available for you to play in.
mind you I don't do scruffy on formal nights. It will be black chinos/shoes and blue or brown dress shirt so i will blend in with the gents desperately removing their dinner jackets (except they will have white shirts).
