What you Town and City dwellers must remember is that in the days of yore, our winters were much colder, we had lots of snow, and it was the snow melt that filled the dykes. Unlike today with our milder winters, we now get a lot of rain and sometimes in excess. With the flood plains being built on and other meddling to the catchments, this leads to the dykes being filled, the flood plains unable to cope, and the resulting floods. I hope this helps you to understand a rural phrase. Class dismissed.
